Armend K. Hamzaj – Biography

Armend Hamzaj boasts a robust professional background, accumulating two decades of valuable professional experience. His journey encompasses six-year in private companies from 2004 to 2010, where he cultivated essential skills and industry knowledge. Building upon this foundation, he has dedicated the past 14 years to holding pivotal roles within the institutions of the Republic of Kosova. This dual expertise in both the private and public sectors underscores his versatile skill set, strategic prowess, and prolonged success in navigating diverse professional landscapes.
Since April 2022, Armend has held the prestigious position of Director of the Legal Department at the Privatisation Agency of Kosova. His professional journey has been marked by extensive involvement in legal matters, particularly in representing litigation before the Special Chamber of the Supreme Court of Kosova. Armend has demonstrated his expertise in handling civil and monetary claims related to Socially Owned Properties (SOE) in the Republic of Kosova, as well as legal disputes concerning the assets of Socially Owned Enterprises in the former Republics of Yugoslavia, with a focus on Montenegro, Croatia, and Serbia. Furthermore, Armend has played a crucial role in international arbitrations, notably in cases developed in the Permanent Court of Arbitration in the Hague, involving an international claimant v PAK.
Notably, Armend’s extensive experience ranges to providing legal counsel to the Board of Directors and the Managing Director of the Privatisation Agency of Kosova (PAK). His role involves interpreting and giving legal advice regarding local and international laws to ensure compliance and effective decision-making in PAK. Additionally, Armend is an active member of the Liquidation Steering Committee overseeing the liquidation process within PAK, in charge of managing the comprehensive liquidation of SOEs under the Agency’s portfolio, showcasing Armend’s leadership and strategic contributions to the organization’s objectives.
Armend has been officially appointed as a Member of the National Group for Property and Administrative Rights, in accordance with the 2023-2027 National Strategy, as approved by the Government of the Republic of Kosova, through a decision of the Ministry of Justice. This designation underscores Armend’s recognized expertise and contribution to key areas related to Property and Administrative Rights, aligning with the strategic initiatives outlined in the National Agenda.
