Marjan Perlaska – Biography

Senior Procurement Expert

Marjan Përlaska is a distinguished public procurement expert with over 20 years of extensive experience in key institutions of Kosovo and international projects. Graduating from the Faculty of Economics at the University of Prishtina in 1985, he has built a long-standing career focused on the development and management of public procurement systems in line with European Union and international standards.

Throughout his professional career, Mr. Përlaska has held senior leadership positions, including serving as the first Executive Director of the Public Procurement Agency of Kosovo. He also served as Director of Procurement at the Kosovo Privatization Agency for more than 17 years, where he played a crucial role in managing complex procurement procedures and ensuring compliance with legal and regulatory frameworks.

In addition to his institutional roles, Mr. Përlaska has contributed as a procurement specialist in projects funded by the World Bank, bringing advanced expertise in the implementation of international procurement standards and procedures.

From July 1999 to February 2000, he served as Deputy Chairman of the Municipal Council in Klina. From March 2000 to March 2003, he served as Director of the Department for Economy, Development and Reconstruction, including as the Director of Department for Water Management (Hydroeconomy) for a period of one year.

He has participated in numerous professional trainings and international conferences across Europe, including in the United Kingdom, the Netherlands, Norway, Slovenia, Italy, and the region. His areas of specialization include bid evaluation, e-procurement systems, EU procurement legislation, and anti-corruption measures in public procurement. Notably, he successfully completed the advanced “Training of Trainers in Public Procurement” program in Torino, Italy (2011), funded by the European Union—one of the most significant milestones in his professional development.

Mr. Përlaska holds continuous professional certifications from relevant institutions in Kosovo, including permanent advanced certification in public procurement.
From April 2026, Mr. Përlaska continues to provide his expertise as part of LEXFIN as a Senior Procurement Expert, delivering efficient services in compliance with legislation and international best practices in building transparent public procurement processes.

• Analysis of tender documentation and identification of key success factors;
• Drafting requests for reconsideration against decisions of the Contracting Authority;
